1. 第2項の航空機又はその装備品等の安全性又は環境適合性を確保するた め、第3項の整備又は改造作業等の実施が必要であると認められますので通報します。 なお、本通報による作業が実施されないときは、航空法第14条の3第1項に基づく整備改造命令を発出し、又は同法第134条第2項に規定された立入検査を実施のうえ、同法第14条の3第2項の規定により耐空証明の効力を停止し、若しくは有効期間を短縮し、若しくは同法第10条第3項（同法第10条の2第2項において準用する場合を含む。）の規定により指定した事項を変更する場合があります。 また、本通報により実施した作業については、同法第58条第2項に定めるとおり航空日誌に記載することが求められます。

2. 適用航空機
ベル・テキストロン・カナダ（ベル・ヘリコプター・テキストロン・カナダ及びベル）式429型：機体の製造番号が57001以降であって、部品番号が429-001-065-107、-109又は-111であるスタビリティー・コントロール・オグメンテーション・システム・アクチュエーター（以下「SCASアクチュエーター」という。）を装備したもの

3. 適用項目
SCASアクチュエーターのジャム・ナットのロックワイヤーが不適切に取付けられていることにより、当該ジャム・ナットが緩み、SCASアクチュエーター本体が隣接する構造と干渉した場合に適切に作動せず、機体制御の喪失に至る不具合を防止するため、既に実施した場合を除き、別添TCCA AD CF-2025-16（以下「AD」という。）のCompliance項及びCorrective Actions項に従って、処置を実施すること。
ただし、AD中「the effective date of this AD」とあるのは、「本通報発効日」（第4.1項による。）と読み替えるものとする。
なお、本通報による処置を他の同等な方法で実施する場合には、航空局長の承認が必要である。ただし、ADに係る同等な方法としてTCCAの承認を受けているSB等に従って処置を実施する場合（運用限界の変更を伴う場合を除く。）には、航空局長への届出でよい。

4. 備考
4.1 本通報は、令和7年5月1日から発効する。
4.2 本通報は、カナダTCCA AD CF-2025-16による。
4.3 本通報の送付を受けた者は、参考配布を除き、令和7年5月13日までに、適用項目に関する実施状況を記載した報告書を、先任航空機検査官又は駐在航空機検査長に提出すること。記載要領、様式及び提出先については、航空機検査業務サーキュラーNo.3-003に従うこと。
4.4 Bell ASB 429-23-61 Revision A, dated 26 September 2023並びに承認されたその後の改訂版は、本件に関するものである。
4.5 本通報の送付を受けた者で、当該航空機を所有しているが使用者が異なり、耐空性改善通報報告書を使用者から提出する場合には、直ちに本通報を使用者に回送すること。

AIRWORT HINESS DIRECTIVE
This Airworthiness Directive (AD) is issued pursuant to Canadian Aviation Regulation (CAR) 521.427.
No person shall conduct a take-off or permit a take-off to be conducted in an aircraft that is in their legal
custody and control, unless the requirements of CAR 605.84 pertaining to ADs are met. Standard 625 -
Aircraft Equipment and Maintenance Standards Appendix H provides information concerning alternative
means of compliance (AMOC) with ADs.

Subject:
Rotors Flight Control – Stability and Control Augmentation System (SCAS) Actuators Incorrect Lockwire
Applicability:
Bell Textron Canada Limited (Bell) model 429 helicopters, serial numbers 57001 and subsequent with SCAS actuator part numbers (P/N) 429-001-065-107/-109/-111.
Compliance:
As indicated below, unless already accomplished.
Background:
Bell became aware of several instances where the lockwire on a SCAS actuator jam nut (90-117C10L), which has a left-hand thread, was incorrectly installed. The incorrect installation of the lockwire could allow the actuator jam nut to loosen. A loose jam nut would allow the SCAS actuator to rotate about the axis of the tube and completely jam or limit control movement when the body of the actuator interferes
with adjacent structure. This condition, if not corrected, could lead to partial or complete loss of control of the helicopter.
Bell has published Alert Service Bulletin (ASB) 429-23-61, Revision A, dated 26 September 2023, incorporating a one-time inspection of the SCAS actuators for proper installation of lockwire on the jam nut and, if the lockwire is improperly installed, the removal and replacement of the lockwire. This AD is issued to mandate the corrective actions of the ASB.
Corrective Actions:
For the purpose of this AD, the following definitions apply:
The applicable ASB: Bell ASB 429-23-61 Revision A, dated 26 September 2023, or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada. Affected actuator assembly: actuator assembly with P/N 429-001-065-107/-109/-111 having a date
code of 04/23 or prior on either of the two actuator bodies.
A. Applicable to helicopter serial numbers 57001 through 57468, within 100 hours air time or 3 months, whichever occurs first, from the effective date of this AD:
1. Inspect the cyclic longitudinal, cyclic lateral, and directional SCAS actuator assemblies for proper installation of lockwire on the jam nut, in accordance with the accomplishment instructions in the applicable ASB;
2. Before further flight, correct any deficiencies in accordance with the accomplishment instructions in the applicable ASB.
B. Applicable to helicopter serial numbers 57001 and subsequent, as of the effective date of this AD, it is prohibited to install an affected actuator assembly unless it meets one of the following conditions:
1. The correct installation of the jam nut lockwire has been confirmed in accordance with the accomplishment instructions in the applicable ASB; or,
2. The installation of the lockwire has been corrected in accordance with the accomplishment instructions in the applicable ASB.
C. Accomplishment of the corrective actions mandated in this AD, in accordance with the original release of Bell ASB 429-23-61, dated 27 March 2023, prior to the effective date of this AD, satisfies the requirements of this AD.
